[squid-dev] nettle 4.0 b64 API change

Hi, Nettle 4.0 changed the base64 API and now require that dst_length
(the second argument) is set to the size of the destination buffer
(third argument).

The calls could be changed to set this, but I wonder, given that nettle
is only used for b64/md5, is there actually any point in using it rather
than the code currently used as fallback?
